When a municipal corporation or planning authority takes part of a plot for a public purpose — such as a road widening, garden, or public amenity — or restricts what can be built on it (for example because of heritage status or a reservation), the owner can be compensated with development rights instead of cash.
These rights are recorded in a Development Rights Certificate (DRC), which reflects the built-up area the owner is entitled to for what was lost.
The holder can use that built-up area on another eligible plot, or sell it to builders and developers. Builders use TDR to construct additional floor area beyond the base FSI of their receiving plot — always subject to the applicable development control regulations, such as UDCPR in Maharashtra or DCPR in Mumbai.
